| Organisation for Economic Co-operation and Development has not included Switzerland, Singapore and Luxembourg in its "black list" of so called “tax heavens”. Cayman Islands, Andorra and Montserrat (possession of the Great Britain) were also mentioned. There are 46 countries in "the black list" whose efforts to struggle against tax crimes in bank sphere the Organization considers insufficient.
OECD suggests distributing these countries into "tax heavens" and "financial centres". Among "tax heavens" would be Liechtenstein, Liberia and Monaco, Guatemala, Panama, Philippines, San Marino, Uruguay, as well as group of the island states in Caribbean Sea and Pacific Ocean. Switzerland, Singapore, Luxembourg, Austria, Hong Kong and Belgium are registered as "financial centres". At this time, all countries, including Malaysia, Philippines, Uruguay and Costa Rica have agreed to follow the international standards in exchange of tax information.
